Without a picture, here goes. Short hair to your neck would frame your face well and bring out your eyes. It would also expose your shoulders and neck. All of these can create a great look. Keeping the layers and side bangs would probably also look great. The key to pulling it off is confidence. As long as you're confident about the cut it'll look great. Yes, you should def. give it to Locks of Love. I did, and it was really cool. At some places, you get a free haircut. They made 2 wigs out of my hair cuz it was so thick. It's a great feeling.

If you do cut it, then I would suggest donating it to locks of love. I also suggest cutting some of it because this summer is supposed to be very hot, and it would weigh you down while swimming.
But if the style is flattering on you, and you can manage it, I would say leaving it would be fine.
I think long hair is very tacky (no offense) because it's very hard to take care of. Plus its summer so there are many reasons to cut it. I think you should cut it to about shoulder length.
That's way too long, I suggest you cut it to a normal length, still long, maybe up to a little above your elbows... :) :)

Don't cut it super short or anything, but you might want a new look. Just cut it to about a little below the middle of your back, and maybe get a little layered. Don't get side bangs though, cuz they are really annoying in your face all the time.
